 総理大臣の秘書官の一人が同性婚についての意見を記者団からオフレコで求められ、差別的な発言をしたということで更迭されたそうだ。いわゆるクビにされたということ。このニュースを耳にして、私はこの更迭された人がかわいそうだと思った。
 公の立場で働いている人間が差別的な発言を公にすることはダメだと思う。役職失格に値する。今回の場合であれば、当然の措置だろう。だがしかし今回のやりとりは「オフレコ」のはずだった。

 この記者団と秘書官の間柄というか、普段からの付き合い方がどれほど親密だったのかどうかなど、ニュースを伝え聞くだけでは分からない部分がある。記者であれば何かと事件の裏側を知りたいだろうから、この秘書官から密かに情報をリークしてもらっているような関係だった可能性もある。誰のことだかよく分からない「政府関係者筋」等という情報源は、もしかしたらこういう立場の人のことを指すのかもしれない。記者団とこの秘書官の間に、もしそういう言わば“気心が知れた”、或いは“馴れ合いの”関係が出来上がっていたとしたら、今回の事件は記者側からの裏切りだ。
 「off the record」ならば、信用しきっている人間に対して、記者だろうが誰であろうが、本音を言ってしまうことはあると思う。その人が疲れている時や追い詰められている時などは弱音を吐きたくなることもあるだろうし、もしお酒が入ったりすれば、なおさら口は軽くなるだろう。その秘書官の心の弱さみたいな部分に今回はつけ込まれてしまったのではないか。記者に対して信用しきってしまったことを「油断」と呼ぶならば、生き馬の目を抜くような政治の世界では、油断は禁物だったかもしれない。誰かの罠にはめられた可能性もある。疑い始めれば切りがないが。

 世の中の判断としては、差別的な思考を公の立場の人が持つことすらけしからんと言うことだろう。公職に就いている人たちは聖人君子でなければいけない。また同性愛者への理解も、税金でご飯を食べている人はどんなに嫌悪感を持っていたとしても、時代とともに感じ方を変えていかなければならないという理想だろう。
 確かに今回この秘書官が言ってはいけないことを口に出してしまったことはマズかった。しかし心の中で何をどう感じるかは個人の自由だ。心の中で何を思っていようが、政権の方針に従って粛々と仕事をこなすこともできただろうし、この秘書官は実際にそのように実践していた人だった。

 今回ニュースを聞いていて私が最も違和感を覚えたのは、アナウンサーが「秘書官がオフレコで言った言葉を……」とちゃんと報告していたことだ。つまり報道する側が誰かのオフレコを堂々と公開してしまっているということ。それはもはやオフレコではない。「オフレコなら報道しちゃダメなんじゃない?」という疑問は誰も持たなかった。我先にと、競って報道合戦が繰り広げられた。知る権利は堂々と主張するが、報道の世界には、人間のポロッと出してしまったような心の秘密を守ってあげるような、マナーというか、仁義なのか、紳士協定みたいなものは存在しないようだ。
 今回素早く更迭人事が決まったようだが、私に言わせると、政治資金の収支を誤魔化したり統一教会と関係があったりする方がよっぽど悪いと思うのだが。

 相当に有能な人なんだろうけどね

off the record

 One of the prime minister’s secretaries was asked by reporters off the record for his opinion on same-sex marriage and was removed because he made discriminatory remarks. He was fired, so to speak. When I heard this news, I felt sorry for the person who was removed.
 I think it is wrong for a person working in a public position to make discriminatory remarks publicly. It deserves disqualification from the position. In this case, it would be a natural step to take. However, this exchange was supposed to be “off the record.

 There are aspects of the relationship between this group of reporters and the secretary, or rather, how close they were on a regular basis, that cannot be determined simply by listening to news reports. As a reporter, you would want to know something about the other side of the case, so it is possible that the relationship was such that this secretary was secretly leaking information to him. Sources such as “government sources,” of which we are not sure who they are, may refer to people in this kind of position. If such a “cordial” or “friendly” relationship had been established between the press corps and the secretary, this incident would be a betrayal from the press side.
 Off the record, I believe that people who trust someone, whether a reporter or not, can say what they really think. When that person is tired or cornered, he or she may be tempted to speak out in a weak manner, and if alcohol is involved, he or she will be even more likely to lighten up. I think that the secretary’s weak heart may have been taken advantage of this time. If trusting a reporter with a certain degree of confidence is called “letting one’s guard down,” then one must never let one’s guard down in the world of politics, where one can be caught red-handed. There is a possibility that he was set up by someone. There is no end to it, though, if one begins to doubt it.

 The world’s judgment may be that it is not right for a person in public office to even have a discriminatory thought. People in public office should be saints. And understanding of homosexuals, no matter how disgusting it may be to those who eat with the taxpayers’ money, is an ideal that must be changed with the times.
 It is true that it was wrong for this secretary to say out loud what he should not have said this time. However, it is up to the individual to decide what he or she feels in his or her heart. Regardless of what one feels in one’s heart, one could have done one’s job quietly in accordance with the administration’s policy, and this secretary was a person who was actually practicing such a policy.

 What I found most disconcerting in listening to the news this time was that the announcer properly reported that the secretary said what he said off the record at ……. In other words, the person reporting the news was proudly publishing someone’s off-the-record words. It is no longer off the record. No one asked the question, “If it’s off the record, shouldn’t we report it? The media battle raged ahead of the rest of us. Although the right to know is proudly asserted, it seems that in the world of the press, there is no such thing as etiquette, humanity, or a gentleman’s agreement to protect the secrets of the human heart that have been spilled out by human beings.
 It seems that the decision has been made to quickly remove him from office, but in my opinion, it would be much worse if he mishandled the balance of his political funds or had relations with the Unification Church.

 I’m sure he’s quite capable, though.
