チャットGPTというものが話題になっているようだ。何でも、ブラウザに質問を書き込んだり、話しかけるような文章を入力したりすると、まるで人間が答えたかのような流暢な返事が排出されるのだとか。Alexaのもっと凄いものと考えればよいのだろうか。とにかくどんな設問にも正確に答えてくれるらしい。
　一部の大学ではカンニングの温床になる恐れがあるとして、この使用を禁止しているところもあるそうだ。「自分で考えて書く」、という訓練を行っている大学もあるだろうし、学生がそのチャットGPTを使うことで書く作業を省いてしまっては、学ぶ意味そのものが損なわれる。それでは能力が向上せず、何のための高等教育か分からない。使用禁止にした大学の措置は当然だと思う。

　先日来日したこのチャットGPTを作成した会社のCEOが、18世紀半ばに起こったイギリスの産業革命を引き合いに出してこう言っていた。「新しい偉大な技術が発明された時は必ず否定される。しかし産業革命と同じようにこのチャットGPTも、必ず人々の生活を豊かにする技術である」。そこまで言い切れるのなら、単純に大したもんだと思う。

　日本のある一人の大臣が記者会見でこのチャットGPTについて語っていた。「素晴らしい技術であり、国会答弁にも利用したい。これを使うことで答弁を作成する時間が短縮でき効率的になる」ということだった。これを私なりに解釈すると、国会での代表質問に対する応答の内容はAIに任せるということになるかと思う。機械に答えさせるのだ。これを公の記者会見の場で、事もあろうに一端の大臣が発表しているのだ。私はその様子をテレビニュースで見て、自分の耳を疑った。この人は本気で言ってるのだろうかと。そしてどうも現実らしいことが分かって愕然とした。
　この大臣は、若者から人気が出そうな新しいものが世に出てくると、早めに流行に乗った方が何かと有利に働くとでも思っているのだろうか。国会軽視にもほどがある。国会とは、意見と意見がぶつかり合い、互いの主張を議論し合う真剣勝負の場所ではなかったのか。

　政府の人間がどんなに酷い間違いを起こしても、数の論理で政府与党に圧し潰され、丸め込まれてしまうのが今の日本の有り様だ。前述の大臣発言の件などはどうってことない些細な案件に過ぎない。しかし本当はそうであってはいけないのだと思う。少しの間違いでもあれば、政権交代を引き起こしかねないような緊張感が欲しい。そうすれば個々がもっとよく考えて言葉を大切に扱うだろうし、責任の重さをより重く感じ取ってくれるのではないか。それくらい政治家の方々には真剣に仕事に当たっていただきたい。
　政治家が持つべき力は「数」の力ではないだろう。それは「世襲制」でも「地盤の強さ」でもなく、人間に平等に与えられた「言葉」の力だと思う。この力をどんな風に表現し人々の心へ伝えるのか。そこで政治家の方々の真の力が試されるのだと思う。機械などに頼っている場合ではない。

Weight of Words

　There seems to be a lot of talk about something called Chat GPT. Reportedly, when you write a question or type a sentence that speaks to the browser, it ejects a fluent response as if a human had answered. I guess you could think of it as a more awesome version of Alexa. Anyway, they say it can answer any question accurately.
　Some universities have banned the use of this system, fearing that it could be a breeding ground for cheating. Some universities may train students to “think and write on their own,” and if students are forced to skip the writing process by using the chat GPT, the meaning of learning itself will be undermined. That would not improve their abilities and I don’t know what higher education is for. I think it is only natural that the university has banned the use of the chat GPT.

　The CEO of the company that created the GPT, who visited Japan the other day, cited the Industrial Revolution that took place in England in the mid-18th century. Whenever a new and great technology is invented, it is always rejected. But just like the Industrial Revolution, this chat GPT is a technology that will surely enrich people’s lives. If you can say that much, it is simply a great achievement.

　A Japanese minister was talking about this chat GPT at a press conference. It is a wonderful technology, and I would like to use it in my answers to the Diet. It will save time and improve efficiency. My interpretation of this is that the content of responses to questions from representatives in the Diet would be left to AI. Let the machine answer. This is being announced by a minister at a public press conference. When I saw this on the TV news, I could not believe my ears. I wondered if he was serious. I was astonished to find out that this was apparently the reality.
　Does this minister think that when something new comes out that is likely to be popular among the youth, it is to his advantage to jump on the bandwagon as soon as possible? There is no greater disregard for the Diet than this. Wasn’t the Diet supposed to be a place where opinions clash with each other and where serious discussions are held to debate each other’s points of view?

　No matter how many terrible mistakes are made by government officials, they are always crushed by the ruling party and rounded up by them through the logic of numbers. The aforementioned comment by the minister is nothing more than a trivial matter. However, I believe that this should not be the case. I would like to see a sense of urgency so that even the slightest mistake could trigger a change of government. If that were the case, each individual would think more carefully and treat their words with more care, and they would feel the weight of their responsibility more seriously. That is how seriously I want politicians to take their jobs.
　The power that politicians should have is not the power of numbers. It is neither “hereditary succession” nor “strength of ground,” but the power of “words” given equally to human beings. How should this power be expressed and conveyed to people’s hearts? This is where the true power of politicians will be tested. This is no time to rely on machines.
