つい昨日まで、ニュースでは「普段は貯水率が80％あるダムが連日の猛暑のために干上がってきて30％台にまでなってきている。危険だ。」と報じていた。そして今日は「台風4号が発生して大雨が降る可能性があります」と注意喚起している。日替わりで目まぐるしく変わる天候の変化に脅威を感じているのは私だけではないと思う。そして近年の異常気象とも思える災害級の天候に備えることは大切だ。まずそれぞれが自分の命を守らなくてはならない。そういう意味でニュースはとても重要な情報ソースであると思う。
しかしその重要性を踏まえた上で、私は言いたいのは、不安を煽るだけがニュースの役目ではないのではないかということ。昨日まで干上がる寸前だったあのダムに携わる人たちにとってはちょっとホッとするような「恵みの雨」なのではないか。伝え方として、そういう切り口はできないものだろうか。日照りも大雨も電力不足もウクライナも北朝鮮も何もかも、人々を恐怖に陥れる情報でしかない。ニュースは不快な情報しか伝えないという観念が根付いたら、もしかしたら観ることさえ敬遠する人が出てしまうかもしれない。いや、そんなことは昨今に生まれ出た懸念ではないだろうが。
私はNHKのニュースをいつも観ていて、NHKに対してとても感心していることが一つある。今世の中は参院選キャンペーンの真っ只中で、各党の候補が街角などで演説している姿が映し出されている。その中で、「NHKをぶっ飛ばせ！」と連呼している候補者の様子をNHKがキチンと放映しているという事実がある。たとえ自分たちが愚弄されようとも言論の自由を守り、候補者の主張を視聴者に伝えるという鉄則を守り抜いている。制度上・法律上、NHKはそうしなければならないのかもしれない。しかしその様子を撮影・編集し、オンエアするNHKスタッフの心中を察すると余りあるものがある。伝えるアナウンサーだって同じだ。どんなにもどかしい思いをしていることだろう。仕事とは自分の気持ちをそんなにまで押し殺してやり遂げなければいけないほど、過酷であるべきものなのだろうか。NHKに編集の自由はないのか。
毎日新しいニュースをオンエアしなければならない、極めて過酷な現場にあって、単なる一視聴者がとやかく文句を付けることは適切ではないように感じる。それくらい難しい判断を連続的に迫られる甚だ厳しい世界だと思う。内容にしろ時刻的なことにしろ、事件等はスタッフに都合が良いようには起こってくれないし、何せオンエア時間はキッチリ決められている。みんなにとって毎日が全身全霊を込めた闘いだろう。
「ニュースに感情的な表現は必要ない」と聞いたことがある。ただ淡々と事実だけを伝えれば良いと。しかし極めて優秀なスタッフが集まっている制作チームだろうと私は信じているから、無理を承知であえてお願いしたい。一つのニュースに対して、もっと多角的な視点からの見解を伝えて欲しい。反対側に立っている人たちの意見も、たとえそれが一般的にナンセンスと考えられるものであったとしても、私はもっと聞いてみたい。
ああいう発言をワザと放映することで、あの党を潰そうとしてたりして……

In that sense, the news is a very important source of information.
However, in light of the importance of the news, I would like to say that the role of the news is not only to stir up anxiety. For the people working on the dam, which until yesterday was on the verge of drying up, this may be a “blessed rain” that will bring them some relief. Can’t we make that kind of cut as a way of communicating the situation? The drought, the heavy rains, the power shortages, Ukraine, North Korea, and everything else are just information to scare people. If the notion that the news only conveys unpleasant information takes root, perhaps some people will even avoid watching the news. This is not a concern that has arisen in recent years.
I watch NHK news all the time, and there is one thing I admire about NHK. Japan is in the midst of a campaign for the upper house of the Diet, and candidates of each party are being shown making speeches on street corners and the like. Among them, the fact that NHK is airing the candidate who is calling out “Blast NHK!” Even if they are being taunted, they are defending freedom of speech and adhering to the ironclad rule of conveying the candidates’ arguments to their viewers. Institutionally and legally, NHK may have to do so. However, one can only imagine what it must be like for the NHK staff who film, edit, and broadcast the proceedings. The same goes for the announcers. I can only imagine how frustrating it must be for them. Is the job really so demanding that one has to stifle one’s feelings so much to accomplish it?
In this extremely demanding field where new news must be broadcast every day, it seems inappropriate for a mere viewer to complain about it. It is an extremely harsh world in which such difficult decisions must be made continuously. Whether it is the content or the time of day, incidents do not happen in a way that is convenient for the staff, and in any case, the on-air time is fixed. Every day is a struggle for everyone.
I have heard it said, “Emotional expressions are not necessary for news. It is enough to simply report the facts in a straightforward manner. However, I believe that the production team is made up of extremely talented people, so I would like to ask them to do so, even though I know it is impossible. I would like you to convey a more multifaceted viewpoint on a single news item. I would like to hear more opinions from those who stand on the opposite side, even if they are generally considered nonsense.
They may be trying to destroy that party by deliberately airing statements like that. ……
